Make the following settings in the options bar:

Scales the selection and its content as colors, needle actions and symbols. Modules will get transparent areas.

Make the following settings in the options bar:

Rotate (only selection)

Rotates the selection without its content. Only its geometry will be applied. Fill the rotated selection with the desired content afterwards.
